It is, in fact, a bunch of projectiles that hit as many targets as possible, but only focus one if only one is available.Not sure if those projectiles of phantoms have AoE in their own right though.
I remember having more success with solo paladins than with gangs. Perhaps, they have certain cap on shots per target, which is lower than total amount of shots? Not sure.Or mayble it's been too long since I've played.

We're getting Sif, Valkyie, Beta Ray Bill and another Thor? That's 4 out of 5? Or are there more heroes? I lost count in the new format. None of them seems all that great. New affiliation hero which is likely never to be supported. I get the feeling Legendary Heroes are usually implemented when CA can't think of a better new mechanic to give a faction.
